Fred is spastic and confusing. The doctors at Snappy Acres have no idea why he acts the way he does. They've pinpointed a few disorders, but can't figure out how they originated.
Despite the weird, and sometimes stupid, things he says, Fred seems to be incedibley intelligent, and has a general acceptance of almost any situation or problem, usually finding a quick solution. He apears to have a type of telekenesis that enables him to keep his hat floating a couple inches from his head and to win staring contests with inanamate objects.
He cares deeply for his friends dating back to their breif friendship in elementary school, before he mysteriously disapeared for several years.
